For the sake of entertaining off-topic diversion, I downloaded all the
current IRS forms and instructions from ftp.irs.gov site. A highly
unscientific (yet amazingly random) sample of the downloaded documents
reveals that 98+% of them have document rights enabled, meaning you can
type in data fields and save locally even with free Adobe Acrobat Reader
(ver 7.0.9 -- I haven't seen a compelling reason to upgrade to ver 8.0).

I found in my sample the following two forms that did not have document
rights enabled: Form 8027 (Employer’s Annual Information Return of Tip
Income and Allocated Tips) and Form 13324 (Internal Revenue Service
Civil Rights Assurance for Sub-recipients under SPEC Partnership
Agreements). Form 941 specifically *did* have rights enabled.

Interestingly, upon opening with Adobe Reader, one of the IRS downloaded
form files popped up the following diagnostic:

"This document contained certain rights to enable special features in
Adobe Reader. The document has been changed since it was created and
these rights are no longer valid. Please contact the author of the
original version of this document."

Mark, given your effort thus far, I suggest you contact the IRS and point
out the forms you found which do not have document rights enabled. I am
sure it is not their intention.

Works fine for me (using the link you gave) BUT I'm on Adobe Reader
8.1.2

pdf's open in my browser (Firefox) but I saved the edits and then
opened with Acrobat and the changes were there.
Maybe an upgrade might resolve the issue.

works for me with 7.0

are you sure you are reading it right? to me it says you CAN save it,
filled in.

Now why can't the California FTB figure out that PDF setting?
