In order to save postage, can one send multiple forms 8822 (say for
personal and business) in one envelope, and multiple form 3533 in one
envelope? Anyone has experience with this. BTW, these are the change
of address forms for IRS and California FTB.

Probably, but I would suggest placing a "post-it" (of a different colored
paper) on the top of the stack indicating how many separate documents are
included (and please count correctly).

I used to package multiple years returns in a single envelope and mark
MULTIPLE YEARS ENCLOSED on the envelope. I also made it a point to staple
each year together separately with it's own cover letter INSIDE the
envelope. It didn't help - the taxing authorities, both Federal and most
states, only processed the one on top - the rest they either lost or tossed.
As a result, for multiple years or filings I now advise the client to hand
carry the returns - along with a copy of the front page from each - directly
to the local IRS office. When they drop off the returns the IRS desk agent
will date stamp their copy - I also advise them to note the desk person's
name and ID number (its on their badge - or should be).

I also take no responsibility for mailing client forms or returns to the
authorities. I will hand carry them if necessary, for an additional fee,
but I will NOT mail their returns to the IRS.

So, I would NOT mail multiples of anything in the same envelope - I'd
prepare envelopes for each client and have them mail them off.
