I made a mistake on line 1 of an employee W-2 and thus it
carried over to line 1 of the W-3. Do I need to re-issue her
a new W-2 and then redo the W-3. If so, do I include the
other employees with the new W-3. The mistake is $2038
dollars.

amend them - w2x & w3x
& may need to amend state filing too

good news! You do not have to redo W2's or a new W3.

Bad news. You do use a new form W2c and a W3c to correct
the mistakes. Check IRS web site for forms.
