Brilliant. I couldn't count the number of places where I'm asked for only
the last four digits of my SSN. So what does IRS do? Put those digits on
the public notice to prevent identity theft.

An important reason for including the redacted SSN is the hope that credit
reporting agencies will have ~sufficient information~ to prevent cross
linking people with the same name.

It's would help reduce the potential impact of having to issues Certificates
of Non-Attachment in such cases.

The issuance of these certificates already occur mostly for father/son
situations, but with out any reference to an tax account number (SSN), this
problem will balloon!

While Sr & Jr living in the same house is a prime source of requests for
nonattachments, it's not the only one. In the 1980's I supervised the lien
unit in Los Angeles SPS. After about the third "Juan Garcia" nonattachment,
with different full SSN's and addresses on the lien and credit report
residence history, it was pretty apparent that the credit bureaus weren't
overly picky.

I guess the good news is that this probably won't increase the nonattachment
workload.

I have some theories about this that aren't appropriate for a public forum.
