If you have an individual who has a schedule C business, can
they take the standard refund on the personal return as well
as the actual 8913 on the schedule C excise tax paid?

Yes, but not for the same phone line.

My reading of it is no. They would have to go the 8913
route.

NO - Must use actual method for BOTH personal & business
phones. Result is two form 8913 must be prepared, See IRS
instructions and information of irs.gov regarding this
subject. The standard amount of refund covers ALL phones of
the taxpayer and those claimed on the return
