If I buy a vacation home in Oregon and live there three
months a year, do I owe state income tax to Oregon?

Only if you earn money while you are in Oregon.

Yes, if you sell or rent the property during the year.

Not unless you earned income from that state, as in taking a
part-time job or self-employment. And, if you rented out
the home while you were away, you will owe tax to that state
even if you never went there.

It all depends on domicile & residency. Each state is
different.
