Most likely, the second W-2 is just the local copy of the 1st one. I see
this all the time in Cincinnati where tax is withheld for several local
jurisdictions. The W-2 provider's software can't handle it well so they
generate a 2nd W-2 with just the local wage information on it. Just enter
it in the local tax part of the W-2.
