If my home is in one state, but I work & maintain a second apartment
in another state 700 miles away, can I claim the rent as a business
expence or otherwise off my taxes?
I do not want to move until my first home sells and if I still have a
job.

I don't see anything that points to the job as being temporary (meaning
lasting less than one year), or that you plan to keep and return to your
existing/old home after that job assignment ends.

So no. Tis sadly a personal expense.
